JOB DESCRIPTION The applications development manager performs work of considerable difficulty in planning, assigning and directing computer applications program design, development and implementation.
ESSENTIAL FUNCTIONS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Plans, assigns and directs the activities of detail oriented and technical personnel involved in the design, development and systems analysis functions required to create new computer applications programs or install and implement software purchased from outside vendors. • Reviews and analyzes existing applications programs and programs in development to ensure efficiency and effectiveness of those programs; reviews requests for program changes required to meet needs of city departments required by the addition of new city programs and changes in legislation. • Conducts meetings with senior level city employees to determine data processing requirements based on new project priorities, changes in legislation and system needs. • Assigns and reviews the design layout for programs required for special projects. • Provides technical assistance to city departments in the development of bid specifications for special hardware or software systems required to implement new programs. • Troubleshoots hardware and software failure for the Computer Aided Dispatch system to determine causes for system failure and to implement solutions. • Provides technical information and advice to city departments regarding network interconnections and overall data processing master plans. • Reviews performance of applications programs to ensure program efficiency, program documentation, and to ensure that output meets the needs of user departments. • Prepares regular reports for the director of management support showing functioning of the system, status of program development and division needs. • Provides technical information required in the preparation of annual budget figures for the Applications Development Division, including needs for upgrading hardware and software and resources needed to ensure timely response to needs of user departments. • Serves as backup to the director of management support.
