A contract to hire Asset Program Analyst job in Oakland, CA is available through Adecco Engineering and Technology. You will be responsible for developing repair specifications (RWIs) to guide ship repair availabilities. Responsible for collecting, consolidating and validating fleet feedback on effectiveness of these specifications. This feedback, especially information on GFE materials, must be properly incorporated into a variety of systems, including FLS to establish a system of continuous improvements.
Asset Program Specialist job responsibilities include:
Collect, input, edit, extract, consolidate, analyze, report, present and maintain historical information for the areas as assigned by the product line. Analysis includes forecasting trends based on data analysis of various mathematical and other means (linear trend, Weibul analysis etc).
Plan and develop, maintain, and monitor integrated reporting systems affecting programs with interrelated functions and operations. Establish priorities, develop plans; analyze a variety of program, operation, monitor projects or portions of projects; develop, modify and maintain computerized database (Fleet Logistics System (FLS), Contract Workbook Database) to collect, track, analyze and report on naval engineering operations pertaining to IBCTPL maintenance and repairs and related cost.
Plan and develop Metric Action Plans for measuring IBCTPL program effectiveness, perform data collection, analyze data assimilated from multiple, complex databases and identify areas for improvement to SFLC (IBCTPL). Research comparative data from other USCG organizations and best practices of Government and non-government agencies. Produce balanced scorecard and monthly, quarterly and annual metrics for SFLC (IBCTPL). Present analysis to Division Management Team with recommendations for action items.
Track workflow, compile data, analyze the data, create reports and distribute the requested product as directed by the IBCTPL on maintenance procedures including but not limited to routine work items, current ships maintenance projects, individual work item specifications, project specifications, availabilities, specification feedback, timelines associated with this information and additional information related to the intake, development, review, execution and completion of maintenance on the IBCT assets.
Experience with the Modernization of CG Assets utilizing the Fleet Logistics System (FLS), Naval & Electronics Supply Support System (NESSS) and Electronic Asset Logbook (EAL).
Working knowledge of the Fleet Logistics System (FLS): 5 years
Basic knowledge of the Naval & Electronics Supply Support System (NESSS).
Working knowledge of the SFLC Central System: 1 year
Proficiency in the use of MS Word and MS Excel document manipulation
Experience with NESSS and FLS
