The Dow Chemical Company, Dow Agrosciences, has an exciting opportunity for a Contract Administrator in Midland, MI supporting Maintenance. The Contract Administrator (CA) role is a critical and highly visible Maintenance aligned role that provides a liaison between Dow Chemical Company and contract service providers. This role ensures the delivery of safe, effective and competitively priced contract services to Dow AgroSciences (DAS) production facilities. The CA role has responsibility for multiple contracts and cooperates with other CA's in a highly effective team environment that includes stakeholders such as Maintenance Work Coordinators, Activity Coordinators, Procurement, Contractor Owner Safety Team (COST), Contractor Safety and others. The role requires a mix of business acumen, operations/maintenance experience, craft/trade experience and superb interpersonal relations. Outstanding spreadsheet skills are also required as metrics are a key component to the role.
Key expectations for this role center around Environmental Health and Safety (EH&S) Ethics, Performance, Financial and Metrics as outlined below:
Ensures appropriate Dow participation in all Contractor EH&S investigations. Gathers first response information for any safety incident/injury. Interviews contractor and medical as appropriate to understand the nature of an injury.
Is knowledgeable of all applicable MIOSHA requirements for the discipline and area.
Ensures that the contractor provides adequate EH&S resources to the contract employees and that an EH&S focal point is identified by the contractor and new contractors receive appropriate EH&S and Site orientation prior to working on site.
The CA will review Recordable and Reportable incidents with the Responsible Care Leader and Site Leader if the contractor incurs an incident during the time of the contract.
Conducts financial audits on contractors' invoices to ensure billing accuracy for labor, materials and supplies and unit rate verification for unit rate contracts. Understand and use SAP reporting capabilities.
Ensures that the contractors understand and comply with Dow Chemical Co.'s CATS billing requirements and is capable of training contractors on the CATS systems as necessary.
Assists contractors with all invoicing issues to assure resolution.
Monitors and projects resource levels required to both match demand and cost targets.
Monitors contractor performance and escalates performance issues appropriately. This includes investigating Quality Performance Issues (QSPP's, Root Cause Investigations (RCI's) and resolving and representing Dow's contractual interests.
Ensures contracts provide services agreed to in the contract.
Ensures that the contract company is providing qualified personnel, who will be able to perform the work safely.
Actively participates in the development of Request for Information and Request for Proposals with Procurement in preparation for contract renewals.
Ensures there are no unwritten agreements affecting the terms and conditions of the contract.
Educates contractors about and monitors compliance with Dow Chemical Co.'s Code of Business Conduct for Suppliers.
Tracks contractor headcount and prime costs and projects future labor needs.
Is accountable for the spending of the contractor on respective purchase orders.
Owns and maintains appropriate metrics for contractors.
Must be willing and able to work in plant and office environments.
Proficiency in Microsoft applications Word, PowerPoint, Excel (VLOOKUP, Pivot Tables, Etc.)) and have the ability to learn new systems quickly.
Strong written and verbal communication skills.
Good interpersonal skills are required as you will be on a working relationship with Contract Supervision and Office Personnel.
Working experience in SAP R3 environment.
A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Experience in understanding Contract language and interpretation.
A minimum of 2-3 years experience in a Maintenance, Construction, or related field.
Associate's degree in Business, Accounting, or Engineering Technology
Bachelor's degree in Business or a related field is highly preferred.
