Current Need

We are looking for a Director of Program Portfolio Management for our Managed Services (e.g. remote hosting, IT outsourcing, advanced technologies) and EMR (e.g. physician and nursing solutions, revenue cycle, laboratory, radiology) lines of business.

Position Description

A material part of this role will be working with the Product Managers and the Program Management Office for Software Delivery in ensuring our software releases are aligned with the portfolio strategy through the process of value stream engineering.  In such, a thorough understanding of release planning, capacity planning and demand management, reporting and release/sunset/patch cadence strategy is required. This position will be responsible for facilitating the preplanning/grooming process of the portfolio epics and features to prepare for upcoming program increments.  They will need to work across all the product management leaders to gain consensus on the top priority portfolio items, work with the release train engineers to size and decompose these items, negotiate with the product management leaders to trade off among the portfolio items based on size and capacity, coordinate the preplanning activities between the product management organization and the release train engineers to prepare for planning.  These planning meetings occur every 3 months, so this is a continual process to keep the portfolio backlog groomed and ready for the next release.  In such, this role will be the effective ‘Release Product Manager’ for major release cycles.  Further, this position will serve as the process owner for all customer and market oriented outreach programs inclusive of development partnerships, pilot programs, clinical leadership and executive advisory councils, and customer/analyst outreach programs.

He/she will also ensure strategic alignment across line of business and EIS shared resources by owning the operational management of end to end short and long range planning (with a specific emphasis on ensuring the product vision is aligned with revenue, EBIT, bookings, and go to market activities across the McKesson Enterprise Information Solutions (EIS) business), product lifecycle governance, capital investment funding, value stream engineering, business performance/portfolio analytics, and office of strategy management activities. These processes will be based on best practices such as Balanced Scorecards and the Scaled Agile Framework Methodology.   He/she will also manage numerous market intelligence programs such as win/loss, market opportunity, voice of customer, and competitive intelligence to ensure the strategic process is well informed.

This Director Program Portfolio Management will perform the following:

  • Serve as the process and operational owner of the strategic formulation and documentation processes with a specific focus on ensuring alignment of market opportunity, revenue, bookings, and EBIT targets. 

  • Establish a business intelligence function and collect the required information needed to effectively ensure business strategy is being informed by solid analysis. 

  • Collaborate with cross-functional departments to ensure tactics are clearly linked to strategy, and creatively developed with overall strategy in-mind by implementing management execution frameworks such as portfolio reviews, balanced scorecards, and strategy maps.

  • Govern the creation of value streams through the implementation of portfolio management/investment planning and end to end product lifecycle governance.

  • Ensure value deliver through the translation of value streams to the agile release trains responsible for delivering the value to the execution of programs through the program management office.

  • Work with the Software Delivery PMO to drive the product development planning activities that support the portfolio roadmap and release planning, including activities required to define the target scope, balance demand and capacity, and drive development and delivery of our initiatives and releases based on the priorities and plans represented in our product roadmaps.

  • Foster and facilitate collaboration and shared accountability for outcomes with Leadership, Product Management, Product Development, Architecture, Release Management and with other technology and business partners.

  • Establish and lead a consistent cadence of well-organized, well-facilitated, and effective pre-planning meetings, large scale release planning events, including driving all preparation and follow up activities required to publish target release plans aligned to product development priorities.

  • Design, implement, facilitate, and improve upon forums, processes, and practices for release planning.

  • Provide thought leadership and support of our continued process improvement initiatives and the evolution and improvement of our planning and delivery framework and tools. Serve as “process champion” for all relevant planning functions.

  • Working cross-functionally (specifically with the Solution Management teams) be the operational leader for all customer and market oriented outreach programs inclusive of development partnerships, pilot programs, clinical leadership and executive advisory councils, market and analyst outreach programs, strategic initiatives such as stimulus program support, and other client driven development programs.


 

Qualifications

Minimum Requirements

  • 8+ years of product management experience including 5+ years managerial experience

Critical Skills

  • 8+ years experience in designing, building, and implementing business solutions which may include using information technology.

  • Significant experience in process improvement programs and processes, with experience driving them successfully within technology organizations.

  •  Experience developing and implementing metrics to deliver desired business outcomes.

  • Working knowledge of Agile Application Lifecycle Management and development tools including Rally, TFS, JIRA or other comparable tools.

  • Strong process orientation and demonstrated ability to define and document new or improved product/program planning, product development, quality assurance, release management, and other processes and workflows.

  • Excellent written and verbal communications, presentation, collaboration and teamwork skills with demonstrated ability to gain trust, secure buy-in and influence change at all levels.

  • Healthcare IT, EMR, clinical informatics, analytics and experience managing content and supporting services preferred.

  • Highly self-motivated and directed with the ability to juggle different tasks and effectively balance priorities.


Additional Knowledge & Skills
  • Direct experience leading and supporting large-scale product release and strategic planning efforts desired.

  • Highly effective presentation and facilitation skills in both large and small group settings.

  • Advanced proficiency in the use of Microsoft Office tools (Word, Excel, PowerPoint, Visio, Project, and SharePoint) required.

  • Commanding knowledge of best practices and frameworks relevant to financial/business modeling and analysis, business plan development, market/industry research, program management, competitive analysis

  • Project Management Professional (PMP®), PMI Agile Certified Practitioner (PMI-ACP®), Certified ScrumMaster (CSM), Scaled Agile Framework Program Consultant (SAFe SPC), Certified Product Owner (CPO), and/or Lean Six Sigma certifications are preferred.

Education

  • 4-year degree in related field or equivalent experience
