The Head of Procurement (Senior Director) for Direct Materials and Quality Related Services will lead a team of 5 procurement category leaders, manage all aspects of Shire Procurement for 8-10 global categories that represents about $450M-$500M in annual spend.

Specific categories will include Single Use Technology & Disposables (e.g. buffer and media bags), Process Filters, Sterile Water for Injection Drug Product (sWFI), Primary and Secondary Packaging, Chemicals, Purification Resins/Gels, APIs and Analytical Testing Services. Stakeholders will include members of the Tech Ops Leadership Team (TOLT), OpU Leadership Teams (Biologics, Plasma, Small Molecule), and other functional leaders (e.g. Quality and PDTS), members of the Procurement LT, Tech Ops Procurement LT, and cross-category Category Leaders.

The candidate will be responsible for partnering with the Tech Ops organization to provide cross-category leadership and drive mulit-year category strategies, strategic sourcing, contracting, risk mitigation activities and supplier relationship management for the assigned categories.
Category Expertise:

The ideal candidate will have deep experience in managing the categories and sub-categories within their scope. It is expected for him/her to have 10 - 15 years in various direct material category an procurement leadership roles, be able to operate in a multi-site interdependent network preferable in pharmaceutical/biotech manufacturing, demonstrate progressing in levels of responsibility, and operating in Fortune 1000 type organizations.

Strategic Sourcing:
Proven expertise with the various eSourcing tools and analytical methods commonly practiced and used within a world-class Procurement organization.

Skills and Knowledge:

Understanding of pharmaceutical/Biotech manufacturing industry, processes, and familiarity with relevant supply chain practices.
Must be able to lead the global category management process as a best practice.
Must be able to lead risk management for the categories at a program level.
Must be able to lead and manage supplier relationship building to realize Total Value: EHS, Quality & Compliance, Supply Assurance and Value.

Leadership:
Strong leadership skills in leading, developing and managing an employee group of highly skilled category leaders. Must also have the capability to collaborate with cross-functional teams. Team and stakeholders will be globally based.

The person in this role will have to work closely with the Operating Units and Enabling Functions in Shire's Technical Operations to create collaborative sourcing strategies. The candidate will need to have strong interpersonal, collaborative and problem solving skills. They should display a passion for Procurement Excellence, exceeding business results, and have a "Patient Centric" mindset.

40% Category Management & Delivery
Provide strategic leadership of the Direct Material Procurement function, as a key member of the Tech Ops Procurement Leadership Team. Develop and execute strategies that align with the Tech Ops supply value proposition of EHS, Quality & Compliance, Supply Assurance and Value. Develop and lead a best practice team that engages and influences the Business/Operating Units. Create a coherent, cross-category delivery plan that is aligned and shared jointly with the Business and constantly renew the pipeline with the next wave of value-adding projects. Lead a cross-functional, extended team of Site Procurement, PDTS, Quality, Engineering and other stakeholders to ensure viable and timely execution of strategic initiatives, via institutionalized cadence processes. Partner with Site Procurement and Finance to execute on the annual budgeting process. Ensure utilization of established tools/systems & adherence to policies. Manage a team of talented Procurement professionals, providing opportunities for growth and development in an environment of constant change and shifting priorities.

30% Client/Internal Relations
Demonstrate value delivery to a target audience of EVP/SVP/VP/Sr. Dir/Dir level stakeholders to obtain Business buy-in and engagement. This role is responsible for the credibility and reputation of Procurement as a value-adding team. "Selling" the value delivered by the Procurement function is a key part of this role. Specifically where the Business is not engaged, or late, finds ways of improving engagement and developing a plan of action with the Head of Tech Ops Procurement. Partner proactively with Site Procurement as the face of the Op U's below site to execute on strategic initiatives. Ensure Procurement is a commercial asset and not just a compliance function. Champion and enact pan-business sourcing to leverage Shire's buying power. Show the Business how to make their budgets go further or get more for less. Be knowledgeable in best procurement practice for the multiple categories and be able to explain to the Business why and how this adds value. Show the Business the value through compelling business case development, including capturing Category-wide demand to leverage opportunity across Shire. Co-develop and execute Sourcing Strategies with the Business, expertly advising and guiding the process to the best-fit approach, tactics and tools (e.g. outcome-based specifications, RFP/RFI/RFQ builds, KPI/SLA development). Demonstrate Shire values in all relationships (including suppliers). Active member of assigned Tech Ops LTs.

20% Processes, Metrics & Execution
Work closely with Finance Business Partners to realize the business metrics, using acceptable methods and systems, including the procurement policies. Track progress against objectives; refine and develop audience-specific updates. Use market research to ensure that Shire stays abreast of latest market cost/value/innovation developments per Category. Work in collaboration with Global Internal Audit and other functions to ensure compliance to policies and Audit remediation. Create, prioritize and plan a pipeline of opportunities to deliver the saving objectives.

10% Supplier Management
Enable Shire to get the best out of its suppliers by working in partnership with them for mutual business benefit. Help the Business conduct post contract management (PCM) and facilitate supplier relationship management (SRM) with key (top 20%) suppliers. Ensure Procurement, the Business and Suppliers conduct business ethically, and within the Company's Anti Bribery and Corruption and FCPA guidelines. Alert the leadership to any improper practice. Ensure the Team partners with the rest of the department to achieve agreed Supplier Diversity Goals. Ensure the Supplier On-boarding approval process is executed effectively.

Education & Experience Requirements
  • MBA, PhD or an advanced degree required.
  • Significant procurement experience (less experience acceptable if coming from a relevant industry/business area).
  • .15+ years of professional industry experience.
  • Demonstrated mastery of working with and managing people / teams in a complex, changing environment to deliver value-added results to the organization.
  • Demonstrated success of end - to - end category management as a business partner.
  • Significant experience in leading multi - disciplinary teams.
  • Experience in managing culturally diverse internal projects and/or global teams.
  • Energetic and self-motivated to drive results with proven business and financial acumen.
