Position Summary: As a Human Resources Shared Services (HRSS) Governance Manager, you are responsible for CVS Health’s Governance of the administration of Collective Bargaining Agreements (CBA) as it relates to HR and Payroll transactions and compliance to contracted requirements. You will support our Workforce Administration (WFA) and Payroll service delivery to meet company targets, identify and resolve issues, contribute to complex projects,facilitate continuous process improvement and assist in the management of our Business Process Outsourcing (BPO) relationship. You will be primarily accountable to manage the compliant delivery of our CBA’s for our union colleagues.
You will partner with the company's BPO provider and internal partners to deliver timely and accurate service to our almost 250,000 colleagues across various CVS Health business lines with a focus on our 15,000 union colleagues. You will oversee our Service Provider in the delivery of a compliant CBA administrative function.
Additionally, you will maintain compliance with all federal and state laws/regulations that pertain to the administration WFA and Payroll transactional processes. You will guarantee compliance related inquiries are addressed in a timely and effective manner.
This position will be located in Lincoln, RI.
Additional responsibilities of the HRSS Governance Manager include:
-Providing analytical support to the Payroll and WFA functions within HR Shared Services.
-Actively tracking performance against established service level objectives and identifying and investigating shortfalls and conducting root cause analyses as necessary.
-Coordinating the resolution of colleague inquiries and vendor service issues.
-Facilitating and resolving disputes and colleague concerns arising from performance related activities while providing recommendations for new performance categories and performance levels.
-Finding opportunities for improved services delivery, feedback and suggestions, and highlight new transformation opportunities.
-Coordinating with business partners to bring together and confirm performance and volume related data to contractual issues and identify potential areas for service credit assessments.
-Providing recommendations, strategy, action plans and / or counsel relating to HRSS service delivery in support of colleague and internal business partner requirements.
-Auditing service and production reports, confirming service provider scorecard and identifying trend in reporting and analyses.
-Developing recommendations relating to service and process improvements and related project implementations.
-Assisting business units with requirements identification and business case development.
-Coordinating service and operational procedure development both within HRSS and between HRSS and IBM.
-Facilitating vendor, business unit and associate issue identification, management and resolution. Required Qualifications:-5+ years of Human Resources and/or Payroll experience.
-1+ years experience with relational database reporting tools, such as Cognos. Preferred Qualifications:-Ability to prioritize and lead projects utilizing standard project management methodologies.
-Experience applying standard methodology using project management techniques and tools to achieve desired requirements, budget and timeframes.
-Deep understanding and provide subject matter expertise regarding CVS Health WFA, Payroll Services and BPO Governance.
-Excellent analytical skills, interpersonal skills, and the ability to work independently and in a team environment.
-Ability to perform well and with a high degree of accuracy under tight deadlines.
-Possess excellent PC skills, including deep understanding of spreadsheet and database software.
-Experience performing detailed and accurate financial analysis.
-Proficient in building and delivering presentations in a professional manner.
-Comprehensive knowledge of HR processes and administration; including an in depth knowledge of base HR / Payroll
policies and practices within one or more of the following areas: Compliance, Payroll, HR/Workforce Administration, Records Management and Time & Attendance. Education:-Bachelor's Degree.
-Will consider High School Diploma/GED plus experience in lieu of degree.
