The Software Engineering Manager will be responsible for managing all ClaimsXten rule development activities and staff assignments. This includes managing all rule development effort including rule software design, development and testing. A rule is a software module that implements healthcare insurance claims editing logic. The Software Engineering Manager will work with the Rule Writers to make sure design specifications are clearly defined and will work with the QA team to ensure that quality rules are delivered. The Software Engineering Manager will be an integral member of the Rules Center of Excellence (RCE), a cross-functional team responsible for design and development of complex business rules and related software supporting the Clinical Claims Management solutions.
The Software Engineering Manager will be responsible for team management. Performs all human resource activities for direct reports, including performance management (e.g., conducts performance reviews and calibration). Provides guidance mentoring and career planning to direct reports.
 
The candidate will be responsible for supporting the team’s primary mission to streamline the rules development aimed at delivering high quality software. Will also be responsible for training and mentoring less experienced team members and introducing and enforcing best rules development practices.

 

Leadership Responsibilities. Is member of the clinical claims management team. Collaborates with other management to promote the adoption of any clinical or technology initiatives. Evaluates existing metrics for trends and utilize the data to facilitate management decisions. Recommends and creates additional metrics to better assess the health of our people, process and tools.

 

Resource Management. Responsible for team management and resource capability planning. Performs all human resource activities for direct reports, including performance management (e.g., conducts performance reviews and calibration). Provides guidance mentoring and career planning to direct reports. Provides oversight and participates in new employee training. Responsible for staff augmentation using onsite/offshore resources. Performs recruiting and hiring as needed. Responsible for department budget.

 

Rule Development and Deployment. Supports all Rule development activities. Manages day-to-day Rule development process and developers. Makes Rule assignments, tracks and reports progress and removes barriers from success. Works closely with Rule Development Director to set operational direction and monitor progress.

 

Project Team Responsibilities. Leader of Rule Development organization and key contributor to Rule Center of Excellence (RCE) team. Participates in meetings (e.g., clinical content/rule planning/retrospectives, stand ups, content assessment, etc). Performs tasks (requirements reviews, design reviews, scope identification, peer review, etc.) as needed.

 

Process Improvement. Researches and evaluates industry trends, tools and opportunities for improving quality, efficiency and process improvement initiatives. Works to minimize manual work or eliminate unnecessary content and support maintenance. Participates in analytic review of clinical content/rules to evaluate trends and possible content/rule development opportunities to minimize maintenance.

 




 

Qualifications



Minimum Requirements
4+ years software engineering experience including 2+ years managerial experience

Critical Skills
C++ or C# or Java
Project Management skills - demonstrated experience managing budget (project hours)
SQL knowledge
SDLC
Agile Methodology experience 

4 years of software development experience

Additional Knowledge & Skill

JIRA or UML is a plus
Healthcare claims experience is a plus

Thorough knowledge of software engineering and demonstrates leadership skills

Strong communication skills in technical specifications, system documentation and on-going systems support.


Education

Bachelors Degree in computer science, Physics, Mathematics or related field or related experience
