This Manager role within the Regulatory Strategy & Policy group within Pepco Holdings, an Exelon Company, will be a key participant in the jurisdictional rate design and cost of service issues in distribution rate cases through active participation in industry and regulatory meetings as well as direct a staff of Rate Analyst professionals.
Manage the Retail Rates Administration personnel and associated work including the preparation, implementation, interpretation, and administration of Company policies, terms, conditions, rules, and contracts for the provision of retail electric services. Ensures the uniform application of and compliance with Company policies, terms, conditions, and rules for the provision of retail electric services. Advises Director/Manager, Retail Rates with respect to the need for new or revised Company contract forms, policies, terms, conditions, and rules for the provision of retail electric services. Coordinate filings of retail tariff with the State Commission to ensure compliance with applicable regulatory administrative code requirements.
PRIMARY DUTIES AND ACCOUNTABILITIES:
1 Manage activities of the Retail Rate Administration group using leadership skills and an in-depth working knowledge of the Company's policies, rates, riders, terms, conditions, rules, and contracts for the provision of retail electric services to ensure fair and consistent application and administration of such rates. Activities include development of new tariffs and revisions to existing tariffs for retail electric services, coordination of retail tariff with the public utility commission (e.g., the State Commission) to ensure compliance with applicable regulatory administrative code requirements, preparation of data request responses, addressing consultant bill inquires, providing answers to customer inquiries, etc.
2 Manage the preparation and distribution of administrative directives and/or training materials for use by Company personnel to provide guidance for the application and administration of the Company's policies, rates, riders, terms, conditions, rules, and contracts for the provision of retail electric services upon which Exelon recovers the revenues of several billion dollars that is required to operate and maintain Exelon distribution business and recover the costs of providing bundled retail electric service.
3 Formulate ideas and make recommendations to the Director/Manager, Retail Rates, for the establishment of policy with respect to the provision of tariffed retail electric services. Participate in retail rate-related regulatory proceedings (workshops) to formulate policy position, draft rules, implementation plans, and tariff language.
4 Prepare, review, and present testimony and undergo cross examination as a retail rate administration expert witness for customer complaints or petitions with the public utility commission (e.g., the State Commission) using analytical skills and an in-depth working knowledge of electric service tariffs, charges, terms, conditions, rules, reports, policy, contract forms, legal, regulatory, and financial concepts and standards unique to the electric utility industry.
5 Manage activities necessary to maintain proper staffing and related resources of the Retail Rate Administration group's management positions to meet corporate objectives.
* Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
- BA or BS degree and 8 - 10 years relevant experience.
- Demonstrated ability to direct the work activities of other personnel
- Excellent written and oral communication skills
- Excellent analytical and organizational skills
- Working knowledge of word processing, spreadsheet, and presentation programs
- Advanced degree in business, economics, or law highly desirable
- Experience in utility environment in areas related to finance, regulatory activities, or retail rate application
- Familiar with jurisdictional and class cost of service concepts and studies
- Understanding of rate design principles
- Experience and/or willingness to act as a witness on rate design and/or cost of service issues in distribution rate cases
- Capable of independently directing a team of rate analyst professionals
- Participate as a Company representative in industry and regulatory meetings
