Job Description:

3M is seeking a Plant Engineering Manager for the Industrial Adhesive and Tapes Division located in Rockland, MA.

Job Summary:
The person hired for the position of Plant Engineering (PE) Manager will provide leadership and management of the site's Plant Engineering organization. Responsible for health and safety assurance, air/land/water protection, maintenance operations, utilities and energy management, building and grounds, security, and coordination of contractors.
Determines strategic direction, priorities, budgets, and resource assignments with full accountability for results of each functional discipline. Fosters teamwork with Manufacturing Operations and Corporate/Division/other support groups to develop and improve processes by driving continuous improvement ideas to achieve superior levels of Operational Excellence. Assures compliance with company policies, government and regulatory agency laws, regulations, and codes.
NOTE: This position requires routine on-call availability
Primary Responsibilities include but are not limited to the following:
Organization : Position reports to Plant Manager. Develop and manage an effective organization for the management of the site PE operations. Determine priorities on a daily basis, allocate work assignments, communicate expectations, and monitor workflow. Review department expenses, overtime hours, and productivity to recommend cost savings programs. Plant Engineering:
Maintain plant, facilities, buildings and grounds, equipment, utilities, custodial services, and maintenance information, continuously improving the state of maintenance and maintenance unit costs.
Develop and manage preventive and predictive maintenance programs, including planning and scheduling of repair work to provide maximum equipment performance, runtime, and reliability.
Develop and manage a site maintenance parts and factory supplies stockroom with services to minimize maintenance cycle time.
Develop, implement, and maintain a 5-year equipment and facility renewal plan for the site.
Human Resources : Establish and utilize entrance requirements for selection of personnel and criteria for advancement. Responsible for hiring, training, goal setting, performance, and development of all PE and EHS&S personnel. Develop personnel knowledge and skills for continuous five-year plan to cope with technology and regulatory changing requirements. Safety :
Implement and execute the site EHS&S plans. Actively participate in relevant corporate programs and initiatives. Manage the development and sustainability of systems for gathering, analyzing, and reporting of EHS issues within the plant.
Assure the safety of equipment, work practices, and working environment for all employees. Advise, support, and guide the Site Leadership Team in improvement opportunities.
Accountable for job safety analysis, process safety analysis, incident reporting, HAZWOPER activities, and plant emergency response organizations.
Serves as liaison between 3M and governmental agencies in cooperation with corporate groups to assure compliance and safe plant operations. Interface with local parties to address any external issues/concerns and ensure understanding of 3M methodologies.
Security : Responsible for the physical security as well as the implementation of operating policies and procedures necessary for the security, of people, property and information, assuring compliance to 3M corporate guidelines. Energy Management : Establish and manage the Plant Energy Reduction Program utilizing the Energy Management Department. Compliance :
Assure that all necessary licenses, permits and other clearance documentation that are required for the operation of the site are obtained and the required reports are issued. Use the guidance of corporate support groups.
Assure the conducting of all necessary tests, inspections, audits, and certifications of plant facilities, equipment and operations, and maintain required records for pressure vessels, hoists and racks, repairs, tests, preventive maintenance, predictive maintenance, etc.
Assure compliance with company and governmental safety, health, and environmental rules, policies and procedures.
Assure compliance with regulatory agency laws, regulations, permits, and codes.
Contractor Control :
Assure that the principles of the Site Contractor Coordinator program are followed. (See 3M Engineering Contract Management for details.
Responsible for selecting contractors with assistance from Contract Administration and for securing and approving estimates and bids from contractors, vendors, or shops for required maintenance work.
Coordinate the activities of the 3M contractors and 3M designated representatives assigned to the plant, and assure that the designated representative is aware of, understands and conforms to all corporate and local safety requirements. Act as a designated representative as needed.
Annually submit an evaluation of each contractor to Contract Management. Maintain records of on-site contractor incidents.

Basic Qualifications:
  • Bachelor's degree or higher from an accredited institution
  • Minimum of five (5) combined years of experience in Manufacturing, Plant Engineering and/or Environment, Health, Safety and Sustainability

Preferred Qualifications:
  • Minimum of three (3) years of supervisory experience
  • Demonstrated strength in the 3M Leadership Behaviors (applies to internal applicants only)
  • Demonstrated understanding of Lean Methodologies
  • Self-starter/self-directed that leads with high energy and passion
  • Ability to lead cross functional teams and across multiple functions and disciplines
  • Ability to engage and influence the organization
  • Ability to multi-task and handle large workloads under time constraints
  • Microsoft Office proficient, Maintenance Management systems a plus
