Manpower is currently assisting a local electronic assemblies company in Lancaster, PA for Program Manager.

As a Program Manager you will follow the direction of the Director of Program Management to plan, coordinate and direct work activities associated with proposals, contract negotiations and administration, develop, produce and support all programs as assigned. This position required a U.S. government clearance to the level of secret.

We have 1 opening with hours from M-TH 7:00am to 5pm Friday 7am-11am. Pay for this position will be $80k-$100k.

Essential Job Functions
* Proposal Activities:
o Responsible for the initiation, review, approval and timely submission of program proposals.
o Analyze technical and cost proposal material as well as Request for Proposal Terms
o Prepare proposal letter and complete requires RFP documents
o Negotiates contracts with customers and establishes close working relationship with client as client liaison
* Program Execution:
o Develop and maintain program plans
o Determine the allocation of funds necessary for performance
o Reviews estimates of material, equipment, labor costs, and ODC requirements to ensure accuracy
o Advise productions and engineering of contractual rights and obligations
o Ensure compliance with government, company, customer, and industry specifications and regulations (FAR, DFAR, ITAR)
o Initiates corrective action when actual performance deviates from established program plans
o Coordinates and monitors field engineering efforts and support programs for delivered equipment
* Communication
o Aerves as primary representative for customer and related contractors
o Ensure timely responses
o Communicate program progress and problem areas to Director
o Requests/approves amendments or extensions of contract

Other requirements of the role include:

* Bachelor's degree or equivalent in a technical, business, or financial discipline with professional level courses in contract administration
* A minimum of 8 years of experience in program management with a concentration in the electronics/communications industry supporting U.S., DOD, and foreign military governments
* Excellent interpersonal, organizational and time management skills
* Ability to work and contribute to a team building environment
