Oracle America, Inc. is seeking OPA Policy Modelers to join our Public Sector Consulting Practice. Responsibilities include the following:
Analyze requirements and deliver functional and technical solutions. Implement products and technologies to meet post-sale customer needs. Specifically, responsible for technical and functional design of Oracle Policy Automation ("OPA"). Translate legislation and policy into business requirements, whereby end users are able to validate and verify transformation. Responsible for modeling, development, regression, testing, and deployment of OPA project to production. Verify, model, and automate requirements within OPA Integrated Development Environment (IDE). Define customer's technical requirements, develop technical design documents, and direct technical testing activities. Develop rules from customer's source material. Design summary screens, question screens, and data screens, and build document outputs from rulebase. Conduct complete unit testing in OPA IDE. Design OPM rulebase and establish best practice guidelines. Create and own developer guidelines, and conduct quality reviews of rule development.
A Bachelor's degree in Computer Science, Engineering, Policy, Law, or related field is required. Experience to include the following:
- Analysis of legislation and policy relating to automated rules in Oracle Policy Automation (OPA);
- Development of functional design for OPA rulebases;
- Creation of technical design for integrating with Siebel or other applications;
- Development of OPA rulebase data structure/model in Oracle Policy Modeling (OPM);
- Development of rules based on functional OPA designs;
- Regression testing of OPA rules;
- Training of client policy analysts in building modified OPA rulebases;
- Experience with Oracle Web Determinations (OWD) to build interactive questionnaires;
Data integration with Siebel Customer Relationship Management (CRM) platforms.Qualifications:
An experienced consulting professional who has a broad understanding of solutions, industry best practices, multiple business processes or technology designs within a product/technology family. Operates independently to provide quality work products to an engagement. Performs varied and complex duties and tasks that need independent judgment, in order to implement Oracle products and technology to meet customer needs. Applies Oracle methodology, company procedures, and leading practices.

Participates in business development activities. Develops and leads detailed solutions for moderately complex projects.
6-8 years of experience relevant to this position including 3-4 years consulting experience preferred. Undergraduate degree or equivalent experience preferred. Product or technical expertise relevant to practice focus. Ability to communicate effectively. Ability to build rapport with team members and clients.
