Within Global Technology and Operations (GTO), the centralized TechQA organization, tasked with all software testing, is looking for you to provide strategic leadership for the overall Test Delivery organization in the area of financial oversight.  You will work in the Planning and Effectiveness organization and you will partner with employees and vendors throughout TechQA and in other external financial groups. As the Planning and Effectiveness group is a team that often shares responsibilities, there are key responsibilities for this role and other general responsibilities.


The GTO group is a diverse team of engineers, developers, and business and project managers with the freedom to create innovative solutions to core business challenges within MetLife.  TechQA is the centralized software testing organization within GTO.



  • Financial oversight and support of the TechQA organization
  • Develop and implement shared service chargeback model for TechQA
  • Ensure that financial processes align and comply with broader GTO PMO strategy and guidance
  • Ensure all contract commitments are adhered to by MetLife and vendor via reporting and governance
  • Manage all coordination/communications during annual planning cycle
  • Liaise and coordinate with EAD/RAD PMO, internal team financial leads, intake managers, external planning leads, AD partners
  • Implement solution to capture productivity and efficiency saves providing transparency to senior management
  • Oversight to ensure that project funding is adequate for the projects tested.
  • Ensure that the vendor consultant estimates are reasonable and will result in meeting our end of year financial goals with them.
  • Vet and help negotiate fair estimates from consultants and work with the intake managers to obtain adequate funding from Development for our projects.
  • Review invoices, financial projections and budgets entered for accuracy
  • Support the demand management group to understand the financial ramifications of the lack of mapping of budget forecasts to committed funding.
  • Manage financial processes like reporting, accruals, invoice balancing
  • Design and produce monthly reports for senior leadership with clear views into project estimation, change requests, saves, etc.
  • Continually seek out processes for improvement and apply lean methodology whenever possible; processes extend to those that integrate with PMO and other teams outside of TechQA
  • Having skills and filling in for other functions in the Planning and Effectiveness group, which include
    • Vendor and contract management
    • Testing Process, methodology, and metrics
    • Demand and intake management
    • Service Performance
    • General Governance functions
  • Works independently, provides leadership and strategic direction for the testing organization. Partners with application, infrastructure, and vendor technical leadership to ensure organizational alignment.
  • Provides industry expertise in the analysis, design and execution of testing processes. Possesses in-depth knowledge of  various testing techniques and methodologies.
  • Formulates strategy, develops effective environment and data strategy as per organizational needs.
  • Where tools do not fully meet requirements, govern design and development of tools as needed; may include oversight of vendor resources to develop tools.
  • Researches industry best practices and recommends or develops processes and measurements to continuously improve the organization.
  • Project management for planning, coordination, development and execution of required tools
  • Assists in all levels of supervision. Provides technical and analytical support to project team members.
  • Reviews work products from vendor consultants.


  • Solid understanding of MetLife’s financial processes and systems and TechQA’s financial support systems

  • Experience with providing financial support

  • Bachelor Degree in Computer Science, Information Systems or related field, or equivalent work experience.

  • 10+ years of systems development, testing and/or business experience or related work experience

  • 2 years Project Management experience, PMP desired.

  • In-depth knowledge of infrastructure, testing tools, and variety of testing techniques and methodologies.

  • Excellent understanding of system design processes, methodologies, and testing tools.

  • Extensive knowledge of software development life cycle, infrastructure, products and services and IT portfolio and program management.

  • Working experience with financial processes/systems in an IT environment

  • Intermediate experience in MS Excel to create pivots, lookup formulas, perform data analysis, charts, etc.

  • Working experience with annual planning process, forecasts, accruals and billing of IT resources

  • Good to Intermediate experience in building Powerpoint presentations and presenting to various levels of the organization

  • Capable of building solid business cases and proposals

  • Strong analytical and communication skills


    Preferred Experience: 

  • Master’s Degree in Computer Science, Information Systems or other related field preferred

  • Experience with all lifecycles, including Agile, DevOps, Waterfall

  • MS Project
