Summary Roles and Responsibilities:

The Infrastructure Portfolio Manager (Voice and Data networking) is responsible for driving execution across a portfolio of 35-40 Network project annually. In this position you will leverage the Scaled Agile Framework to oversee project delivery across 16-20 Agile teams spanning 2 Release trains. Key responsibilities for this role include:

- Responsible for maintaining alignment across Shared Tech and Capital one strategy and execution across all the programs and projects within the network group.

- Responsible for portfolio governance including intake, capacity reporting, and prioritization of efforts across the portfolio.

- Responsible for financial budgeting, allocation, tracking and reporting across the portfolio.

Establish criteria and procedures for budget allocation, management and expenditure reporting, and approval

- Play a key role in reviewing the business case intake requests and determining financial feasibility and return on investment.

- Oversee the annual and recurring portfolio financial life cycle processes like budgeting, procurement, actuals tracking, variance analysis and actuals.

- Define and approve top-tier epics and continued weeding and feeding of the portfolio to manage Work-In-Progress Capacity limits (WIPCAPs).

- Act as the single point on entry for Line-Of-Business (LOB) customers, build and maintain constructive partnerships across the enterprise.

- Define KPIs and provide a view into overall health, performance and value added across in flight efforts.

- Manage and maintain the Network Brand through websites, portals, Portfolio board and communication plans for enterprise customers/partners.

- Run the Network S3 meetings and other portfolio level ceremonies across value streams.

- Foster continuous improvement by the identification and escalation of organizational impediments.

Travel may be required.


- Bachelor’s Degree or Military Experience  

- at least 2 years’ direct experience managing large infrastructure portfolios and budgets

- At least 2 years’ experience with Agile software development methodologies


- Bachelor’s Degree in Business or Technology
- 2 years’ information technology experience (Network infrastructure, AWS/Cloud)

- Certified Scrum Professional (CSP)

- Scaled Agilist (SA)
