Position Description

Provide leadership and technical guidance in the area of wireless systems engineering, developing/maintaining technical standards to support reliable, secure communications services to electrical substations, distribution line devices, and field resources (voice). Identify opportunities and recommend long range strategic direction and scope for wireless infrastructure, and engineering plans/designs to meet all corporate and power delivery telecommunications requirements. Plan, design, engineer & manage projects' implementation. Conduct end-to-end systems design including, but not limited to, provisioning, IP addressing, routing, firewalls, security, conversions, and data traffic management. Support operations & NOC for utility telecommunications infrastructure (including but not limited to SSN mesh radio, land mobile radio, microwave radio, TDM or IP/MPLS electronics, multiple address radio, broadband radio, and ancillary systems such as towers, shelters, alarm systems, batteries, chargers, generators, etc.). Develop technical specifications and interface as technical liaison with equipment manufacturers, value-added resellers, systems integrators, and consultants (e.g., Architect/Engineers). Serve as PHI's subject matter expert for wireless communications systems. Coordinate product evaluations and specify/recommend telecommunications equipment, networks, systems, and services. Provide operational engineering support to the field. Develop & submit project estimates, forecasts, and projections for wireless communications infrastructure development, growth, and technology refresh. Prepare project construction budgets, schedules, and resource loading. Participate in factory acceptance testing and inspection of telecommunications systems/equipment as necessary. Provide engineering support and project management during the construction/implementation, coordinate acceptance testing, and service cut-in of new wireless systems.

Position Requirements

Bachelors Degree in electrical engineering, telecommunications, or related discipline, AND a minimum of five years of relevant job-related work experience
Possess high degree of familiarity with FCC rules and regulations, frequency coordination, licensing requirements, compliance issues, and pending changes
Possesses high degree of familiarity with FAA coordination and licensing requirements
Aware of related environmental regulatory compliance issues
Familiar with applicable industry standards, e.g., TIA/EIA and IEEE
Experience demonstrating skill developing creative solutions to complex problems
Experience demonstrating skill managing multiple complex engineering projects/assignments and ensuring work conforms to project/task requirements, including coordinating work across different areas, departments and/or work groups
Experience demonstrating skill identifying the need for new complex projects/initiatives and recommending a solution
Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies
Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local and PHI regulations (for example, high-dielectric, steel-toed footwear, rubber gloves and sleeves, hard hat, protective eyewear, fire retardant clothing
Ability and willingness to work in a variety of work environments which may include outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, climbing, underground and in noisy and dirty environments with proper PPE
Experience demonstrating skill using MS Office suite including Word, Excel, PowerPoint, Visio and Outlook. Demonstrated ability, knowledge and experience engineering radio path link power budgets, conducting field surveys, preparing path profiles, and generating coverage map
Experience and knowledge of wireless/radio engineering software including SiteSafe's RFCAD and SoftWright's Terrain Analysis packages
Experience demonstrating skill performing complex work independently, effectively incorporating engineering theories, standards, concepts, and techniques as well as engineering/industry/government codes and regulations
Experience demonstrating skill performing and interpreting complex engineering and/or economic data analyses for large and/or complex engineering projects, using specialized utility programs and/or vendor-specific software
Experience demonstrating skill in project management including developing costing estimates construction budgets, schedules, and resource loading
Experience demonstrating skill applying intensive and diversified knowledge of engineering principles and practices in broad areas of assignments and related fields
Effective oral and written communication skills
Ability and willingness to travel to all PHI locations. Valid driver's license and ability to meet the Company's driving standards

Eight years of engineering experience
Experience and familiarity with GIS software, MS Project, and accounting software such as SAP
Project management experience and/or certification (PMP)
Professional Engineer (PE) license
Experience and knowledge regarding other telecommunications technologies such as fiber optics
Experience and knowledge regarding Ethernet and related networking technologies such as multi-protocol label switching (MPLS)
Master's Degree in Electrical Engineering/Communications
